Contract Labour License & Registration in Maharashtra
Businesses that engage workers through contractors — for housekeeping, security, loading-unloading, or manpower supply — are generally required to comply with the Contract Labour (Regulation & Abolition) Act, 1970. This involves two separate registrations: one for the Principal Employer and one for the Labour Contractor.
Who Needs This Registration?
- Principal Employers engaging 20 or more contract workers (threshold may vary by state notification)
- Labour Contractors / Manpower Suppliers supplying workers to factories, establishments or contractors
- Factories, Shops & Establishments, Construction Companies, Manufacturing Units using contract labour
Two Types of Registration
1. Principal Employer Registration (RC)
The business engaging contract labour must obtain a Registration Certificate (RC) from the Labour Department before employing contract workers through any contractor.
2. Contractor’s License (CL)
The labour contractor supplying manpower must separately obtain a License under the Act before deploying workers at any establishment.
Documents Required
- PAN Card & Company/Firm Registration Certificate
- GST Registration
- Shop & Establishment / Factory License
- Details of the Principal Employer and Contractor
- Number of workers to be engaged
- Nature of work / activity for which contract labour is engaged
- Address proof of the establishment
- Identity & address proof of the contractor (for CL application)
Compliance Requirements
- Maintenance of registers — Muster Roll, Wage Register, Register of Contractors
- Provision of basic amenities to contract workers (canteen, drinking water, first-aid, rest rooms — as applicable)
- Timely wage payment and PF/ESIC compliance for contract workers
- Annual returns to the Labour Department
- License renewal before expiry

Engaging contract labour without a valid RC/License can attract penalties and put ongoing operations at risk during labour inspections. It also affects eligibility for certain government tenders and industrial approvals that require labour law compliance certificates.
